Start with what's inside, not what's on the box

If what you're looking at is a loosely woven sheet or something closer to a furnace filter than a pleated cartridge, that's a real red flag regardless of what the packaging claims. Check the filter for a printed HEPA rating or model number you can look up. If there's no way to verify what the filter actually is, that's itself useful information.
Do a basic airflow check
Hold your hand a few inches from the outlet vent on a mid or high setting. You should feel a clear, steady stream of air, not a faint wisp. A unit that sounds like it's working hard, fan noise, vibration, but produces weak airflow at the outlet is likely fighting a restrictive or clogged filter, or it simply doesn't have the real output its marketing claims. Compare the airflow to a box fan or your home's HVAC vent on a similar setting, just to calibrate your sense of what "real" airflow feels like versus what this unit is actually producing.
Check the specs against a sanity-check formula, not just the marketing copy

A unit that smells sharp or slightly acrid rather than simply odor-free is worth taking seriously as a return candidate, particularly if there's no CARB certification or similar third-party verification anywhere on the packaging.
A short checklist before you decide

- Airflow at the outlet is clearly strong, not just noisy
